I looked around and could not find any real use of the code as a library,
though I did find many Go helpers sites documenting it. For now, I've toggled
the globals but left the code there in case it might be necessary in the
future.

I also moved the vim script to install in the vim plugin directory now. I was
originally not doing that as I thought I'd have to depend on vim-filesystem
(which would be extraneous for main functionality). But looking through the
guidelines a bit closer, I don't need to do that for plugins that are optional
to the main usage.
