You could specify CMAKE_INSTALL_LIBDIR to force library directory and skip
cmake's autodetection:

%cmake . \
    -DBUILD_EXTENSION=OFF \
    -DCMAKE_INSTALL_LIBDIR=%{_lib}

Also jq is build-time dependency [1] and not needed at runtime. I think
jq-devel is not needed at all.
