mad has been around longer and therefore more established.  The mpg123 plugin
was just moved from -bad to -ugly, and also has lower rank than mad. 
Therefore, without any additional information, I have to presume that the
GStreamer developers consider the mad plugin to be preferred; whether that can
or should be changed would be up to them.
