Well, you can try it using %ifnarch macro.

i.e. For example
----------------------------------------------------
%ifnarch ppc64
# gprolog is not available on ppc64
package gprolog
Summary: The GNU Prolog interface of the Parma Polyhedra Library
.........
%endif
.........

%build
CPPFLAGS="-I%{_includedir}/glpk"
%ifnarch ppc64
CPPFLAGS="$CPPFLAGS -I%{_libdir}/gprolog-`gprolog --version ****`/include"
%endif
CPPFLAGS="$CPPFLAGS -I%{_includedir}/Yap"
%configure *** CPPFLAGS=$CPPFLAGS ****

.........
%ifnarch ppc64
%files gprolog
..........
%endif
--------------------------------------------------------------

NOTE:
- Please write a comment in a spec file briefly why you disable
  gprolog support on ppc64 (like I wrote)
- Don't write
---------------------------------------------------------------
# gprolog is not available on ppc64 <- Don't write comment here!
                                       Here is in the %description of
                                       previous subpackage.
%ifnarch ppc64
%package gprolog
...........
%endif
----------------------------------------------------------------
