Yup, commenting out the make install line did it, since you're already
installing the files.  Looks like it includes everything it needs, but you'll
have to check.
rpmlint on SRPM is clean.
rpmlint on the RPM gives
E: postgresql-pgpool-ha only-non-binary-in-usr-lib
There are only non binary files in /usr/lib so they should be in /usr/share.
