I don't see any configure option to pass libscotch to petsc, just
--with-ptscotch that requires --with-mpi.

I guess that in the PETSc code is not considered openblas libraries; or at
least looks so in petsc-3.7.2/config/BuildSystem/config/packages/BlasLapack.py
