Regarding the bash completion dir...I dunno, shouldn't bash-completion own it? 
We have a lot of packages ignoring this right now anyways.

(Aside: the whole rpm "directory ownership" thing is a truly ridiculous
workaround for default yum/rpm combo to clean things up without lots of hand
holding.  It's one of several problems rpm-ostree doesn't have.)
