The reason is that people use it that way. :) Seriously though, it has been often discussed on fedora-packaging that numerical libraries are more often than not statically linked especially on large sites with heterogeneous setups (e.g. every numerical physics institute ... ;). People have been ranting about scientists and their assumed lack of IT skills, bad IT planning leading to non-homogeneous setups, not keeping all Linux systems on the same distro and release etc., but irrespective of whether one approves of their work mode and IT setups the fact remains that static libs are very much in use there.
