At least the guidelines don't say anything like that. The guidelines say that the license should be unambiguous, and I think in this case it is: there's a LICENSE file, the README and metadata files all say that the project is licensed under GPLv2+. Every java source file has a 'package neurord...' header that identifies it as part of this project.
