Yes, I don't think it should be put in the binary RPM. The problem is different: *if* the PDF is non-distributable, it has to be removed from the tarball in the SRPM. So the question is whether the PDF is under the boost license like the rest of the tarball, of it is under the license for documentation pdfs.
