I don't know if the license matters here: MIT could also be a option
though traditionally we have defaulted to GPLv2+ for these kind of packages.
I hope we don't need to ship any COPYING file.

Anyone know any other metapackages in Fedora?

Overall the package looks fine to me.
I think the only discussion point currently is how many
or rather what locales to split out.

I think pt_PT might be better than pt, and also bn_BD than bn.
Not sure if en_GB is really needed at this point,
but again it depends on how much we decide to split up the langs.
