Epel7 and all current Fedoras have suport for python3 so there is not need of if python3 conditional. Also as part os current python packaging guidelinis you mus provide a python2 and a python3 subpackage. Upstream provides build in documentation than you can build with python-sphinx and then include the documentation in a -docs subpackage.
