Release notes: New clufter release with eponymous command directly available

Clufter received plentiful bug fixes and enhancements compared
to previous RHEL minor release, notably:

- configuration of <tt>bind-mount</tt>, <tt>nfsclient</tt>,
  <tt>SAPDatabase</tt> and <tt>SAPInstance</tt>
  <tt>rgmanager</tt>-compatible resource agents is now
  migrated in <tt>ccs2pcs</tt> command family
- <tt>ccs</tt>-/<tt>cib</tt>-/<tt>pcs</tt>-<tt>2pcscmd</tt> command
  families were added and allow one to produce a sequence to of
  <tt>pcs</tt> commands to (re)instate the cluster configuration akin
  to the existing one as truly as possible
[possibly but not necessarily also following item:]
- <tt>ccs-disable-rg</tt> command was added to allow invocation separately
  from commands that call the underlying operation implicitly

Beside using clufter in a very limited way through "pcs config import-cman"
as enabled in the previous minor release of RHEL, users are now welcome to
access full scope of available operations through "clufter" command
(note that clufter is now recognized as a separate component).
Consulting respective <tt>clufter(1)</tt> or <tt>clufter -h</tt> is
a good starting point.
