News from packaging@ list: gnome-shell-extension-common is an internal
subpackage for the gnome-shell-extensions source package. 

There has been a fresh commit to gnome-shell to make it include two directories
instead.

I've also had a look at other separate extension packages. They only depend on
"gnome-shell" and don't explicitly own /usr/share/gnome-shell/extensions/ so
far. They likely assume that directory will be available via "gnome-shell".
