Removing that part of the guidelines was one of the changes to the guidelines, explicitly voted on and approved. Please see the example spec file at https://fedoraproject.org/wiki/Packaging:Python#Example_common_spec_file. So there's no need to do that step, unless the installation is actually broken without it.
