update on the start/stop scripts.

at the last barbican upstream meeting user jkf shared with me a few systemd
unit files for barbican that are in use on centos systems. these look like they
could be adapted to suit this package as well.

the one caveat is that they require uwsgi/systemd integration, which i believe
is already present in fedora. also, this would require including uwsgi as a
dependency. i'm not sure if this is acceptable or if we are required to have a
separate runner for the barbican controller.
