Wikimedia created this library. Wikimedia hosts the source in their official
git repository. Please, also, see the description on github: "Github mirror of
"utfnormal" - our actual code is hosted with Gerrit..."

My preference is to use the official source repository and not github.

This is a pure PHP library so there is nothing to do in %build. Composer is not
provided in Fedora.
