That's because (a) the package was swallowed up by perl-IO-Compress around
Fedora 8/9 time, and (b) IO-Compress became a core perl module in perl 5.10
(Fedora 9).

Can you try the scratch build and see if it installs cleanly without conflicts
(and resolves the dependency issue)? If it looks OK, I'll sort the branching
and building out myself. I'm one of the current maintainers of the
perl-IO-Compress package.
