%{?ruby_abi:mock} means
* when ruby_abi is defined, the output is "mock"
* when ruby_abi is not defined, the output is nothing.

So Requires: ruby(abi) = %{?ruby_abi:mock} means
* when ruby_abi is defined, this is
  Requires: ruby(abi) = mock
* when ruby_abi is not defined, this is a error.
