The -doc package depends on the main package, that's somewhat unusual. Normally that package doesn't need the library to function, it's just a bunch of HTML files with pictures and stylesheets which can be viewed with any web browser. So it doesn't make sense to force the user to install the library, maybe he wants to read the docs only. Just drop the requirement, and then move the license file within the -doc package to %license.
