I don't understand what problem you are still seeing now. For me this binary is stripped *at last* and rpmlint don't complain about stripping. Actually ncurses_bin.so must _NOT_ be stripped at %install stage. When ncurses_bin.so *has 0755 permission correctly*, /usr/lib/rpm/find-debuginfo.sh and /usr/lib/rpm/redhat/brp-compress should automatically strip the binary and create debuginfo rpm.
