Instead of adding the translation files manually (even when it is only one
file) you have to use the find_lang macro:

BuildRequires:  libticonv-devel
This is unresolvable. This package is only available from CalcForge:
http://repo.calcforge.org/fedora/21/SRPMS/repoview/libticonv.html
Well, it is currently under review for official inclusion, that's why I add
that review ticket as a blocker.

The other dependency (tfdocgen) has already been added as a blocker for
libticonv.
