Please re-review the Obsoletes/Provides:

Currently, mmdb2 does:

  Obsoletes: mmdb < 2.0.1-3.fc22

mmdb2-devel does:

  Obsoletes: mmdb < 2.0.1-3.fc22

1) Nothing obsoletes mmdb-devel!

2) Nothing provides mmdb and mmdb-devel! mmdb and mmdb2 are ABI-incompatible,
so replacing mmdb with mmdb2 is questionable to begin with. Is it
API-compatible at least?

3) Packages mmdb and mmdb-devel are still in the distribution! If obsoleted
fully, it should be retired:
http://fedoraproject.org/wiki/How_to_remove_a_package_at_end_of_life
