Ah, scratch that, on closer examination the only GPLed files are auto-generated
by Bison (and there is an exception allowing relicensing as long as the product
is not a parser generator), and the rest are only used at build time and
described in LICENSE.txt (which you should include, I think, in addition to
COPYING.txt)

I'm working through the rest of the review, but while doing that, I'm a bit
concerned that libSBML bundles MiniZip. Might need an FPC exception for that...
we should try and look for precedents first?
