The main reason using %license rather %doc is that (as written in the ticket
and some other) %license files is to be included even when --nodoc is explicity
specified. As including license text in the binary rpm is almost MUST, it is
much preferable that such license text is to be installed at any option.

Actually personally I was against using %doc to license text - because it must
be always installed and that --nodoc does not include it must be avoided for
license files. In such sense license text is not just doc.
