Licensing is correct

Builds successfully in rawhide

TODO: t/00-report-prereqs.t contains two requires

BuildRequires: perl(CPAN::Meta)
BuildRequires: perl(CPAN::Meta::Requirements) >= 2.120900

Apart from that BuildRequires are ok.

rpmlint is clean.
