The 'php-snoopy' code was replaced by php's curl. I'm not sure if you request that all libraries we ship should be packaged even if there's no matching fedora package. In particular, Graphite/Arc, which handle RDF parsing, are shipped but not packaged anywhere AFAICS, and not active, so there's no value in packaging them for Fedora.
