In my opinion the openmpi module file should set PKG_CONFIG_PATH to point to
the corresponding directory. According to the pkg-config manpage, the default
directory will always be searched after PKG_CONFIG_PATH. So it would make
perfect sense to override it.

Note that also other packages install .pc files in $MPI_LIB/pkg-config.
