In RHEL, and later Fedora by the looks of it, pkg-config won't normally find the pc files in the MPI tree. In my opinion the openmpi module file should set PKG_CONFIG_PATH to point to the corresponding directory. According to the pkg-config manpage, the default directory will always be searched after PKG_CONFIG_PATH. So it would make perfect sense to override it.
