Grrrr, new python code slipped in.  We don't need it.  The igb_uio.py code is
useless as we're not yet supporting igb drivers, plus we can just do uio
detachment with scripts already available.  The cpu_layout script functionality
is already covered by the available lscpu utility.  So just remove them.
