Even if this is not the case, I think the current state is probably OK as the used license seems to be GPL compatible. But I recommend contacting upstream regarding addition of the GPL paragraph to ecb.h. - As there is dual licensing possibility in the spec, I think the copy of GPL license should be also attached (but not sure about it :). - There is %defattr present for base package files but not for devel subpackage files.
