Is there some way to tell rpmlint not to flag them as errors? 'Cause they're not. :) /usr/lib/python2.7/site-packages/dicttoxml.py doesn't need to be executable, since it's a library, not a script as such. The majority of /usr/lib/python2.7/site-packages/*.py files appear to not be executable, either, so I think that's a false positive.
