OK, so shouldn't we instead solve this in the mariadb/mysql packages, i.e. to
ensure that as soon as the embedded server (libmysqld.so) is installed, there
will be also the errmsg file present?

In systemd unit file it is very simple, just set the User= and Group= in the
[Service] section of your unit file:
