All the OpenStack packaging behaves in this way. For an example of how it is done take a look at the nova or heat repos in fedpkg. (fedpkg clone openstack-heat). If you think this is too big a task to take on, we can approve as is, but I suspect someone will have to go in and rework that part of the packaging, so we might as well get it out of the way now.
