For krb5-libs, I was more thinking of  the case of a increase of the soname. If
we do not have a requires on the library, we can miss it need a older version
of the library. 

While I think a change in the library is unlikly, but so was it for libpng in
the past, so it would be useful.

And for the configuration file, I find it easier to have it, as I know where to
look with rpm -ql | grep /etc, or using rpm -q --configfiles as a user when
there is a file.  

But if you disagree, I will not oppose, so let's approve it.
