The use of openssl is also optional, I believe:

        // method 1. the fastest
        if (function_exists('openssl_random_pseudo_bytes')) {
            return openssl_random_pseudo_bytes($length);
        }
        // method 2
        static $fp = true;
        if ($fp === true) {

all the openssl stuff just above it is irrelevant because it's for Windows.
