Well, I guess that's what I (and octave's author) don't understand. While the advertising clause is apparently non-binding and likely unenforceable, it does appear to make it technically incompatible with the GPL. That makes it impossible for octave, a GPL program, to link to it. So, we can include this in Fedora, but other Fedora programs can't link to it? My interest in getting arpack into Fedora was for the benefit of octave.
