Question of point of view :) For devel packages, removing a dependency to an other -devel package means often an API/ABI break which should not occurs anyway. This fails since newer versions of rpm uses more modern digest algorithms that are not supported by the older rpm version on EPEL 5. If this should work you need to force the use of MD5 instead of the default. My apologizes for this, I did not think to this usual md5 problem.
