python-libarchive will need _exactly the same_ version of libarchive.  Like I
said before:

  BuildRequires: libarchive-devel = %{version}
  Requires: libarchive%{?_isa} = %{version}

So if libarchive is e.g. 12.3.4, then you need to use python-libarchive-12.3.4
and vice versa.
