Ok, I made a patch that changes this behaviour:

http://git.scrit.ch/srpm/python-qrencode/plain/SOURCES/fix_location.patch

I also updated the spec file and the src rpm.

I will work with the maintainer once the package got accepted to integrate
these changes directly.
