You're right of course. The part about:

 | Neither the name of the <ORGANIZATION> nor the names of its contributors
 | may be used to endorse or promote products derived from this software
 | without specific prior written permission

got me on the wrong track... ;)

Note: You possibly want to rename `licence.txt` to proper spelling, but that's
up to you deciding about:

    %prep
    ....
    ln -f LICENSE licence.txt

    %doc LICENSE


Your package is fine to be imported to SCM now!
