A little background/history: ghc-text was retired after F16
and is currently a haskell-platform (HP) subpackage.
However I want to go back to separating the HP libraries
from haskell-platform again since that is more flexible
and makes Fedora less dependent on HP upstream releases.

The coming HP release (2013.2) adds some new lib deps
which require text to build - they are already packaged
in Fedora.  So this package is only needed for F20
currently, but should on current releases too.
