Sorry for the slow reply; I don't have permission to write to the downloads
folder on the main spice project server, so I'm dependent on someone else to
push files for me.

I'm pushing a package with the correct license, that removes %defattr and
cleaning in install, and that uses %name more broadly.  I've also moved the
apache.conf file to a the doc/ directory.  To some extent, I prefer that, as I
think a system administrator should deliberately open a particular page up for
active use, rather than have it occur implicitly.  That also eliminates the
conundrum over whether or not to Require httpd.  I'll post those files once
they are live.
