Well, In this draft guideline can be read wich is the best location of these
files [1]

Let us refer to this line:

"The JavaScript library itself must reside in a subdirectory of %{_datadir}"

i.e. /usr/share/subdirectory

where subdirectory, is usually the name (% {name}) of the package
