How is the SCL intended to work?

This is how the upstream vendor (OpenShift) got it to work for them.  As far as
I know, OpenShift is the only project activily using SCL.  But if there is
another active project successfully using SCL, please point me to them and I
can work with OpenShift so they implement SCL in the approved manner.

I would like to keep out spec as close as possible with the upstream vendor. 
If I were to remove all the scl stuff, it would affect much more than the two
sections that you pointed out.
