- Removed boundled C clipper and using the distribution one


I have a question about full versioning clipper (polyclipping) dependency.
Math::Clipper version 1.16 comes with clipper 4.10.0. Should I require exactly
this version of polyclipping-devel and libpolyclipping.so.3? If so, should I
modify the spec for F17 and F18, as they are using older versions, to use older
version of this Perl module too?

It seems, recent changes of this Perl module are only new library releases.
