The problem was seen in a (supposedly up-to-date) FC5 box, running
selinux-policy-2.3.7-2.fc5

[root@molzilla ~]# sestatus
SELinux status:                 enabled
SELinuxfs mount:                /selinux
Current mode:                   enforcing
Mode from config file:          enforcing
Policy version:                 21
Policy from config file:        targeted
