It's an established policy, a policy which was re-affirmed in discussion at FUDCon among multiple reviewers and attendant members of the packaging committee. If you want to have a wider discussion of its interpretation, feel free to bring it up in the appropriate mailinglist. Having a running debate in this review ticket is counter-productive.
