nucleo, There's no hard requirement in the MinGW packaging guidelines that
static libraries must be provided by mingw packages. It's up to the package
maintainer in question to decide for themselves whether static libraries will
be provided for their mingw packages or not. If the packager in question
doesn't feel comfortable with providing them then they're free to reject these
kind of requests
