What about to create a subpackage named -theme-viewer? The -devel package
should require that package anyway. Moreover, the docs in
%{_datadir}/mate/help/ refer to theme development only, so they should go also
in this subpackage. Theme designers don't need header or pc files at all,
that's why I mean it would be a good solution.
