If a normal usage do not need aclocal or pkgconfig file, then they should be in a separate rpm ( especially if this permit to avoid pulling aclocal and pkgconfig ). But that's not a big deal, no one complained about it for gnome ( but i guess the gnome package predate the policy by a few years ) And why add a subpackage for stylsheets ? ( "gnome does this way" is not a reason, that's just cargo cult programming, and while there is surely a good reason, I think it should be know and see if this is still valid ) There is also some notes from comment 11, like %clean and %defattr no longer needed.
